The legal angle
Scottish landlord electrical safety, what the law actually says
Scotland has had its own landlord electrical safety regime since 2015, separate from England's. The 2022 update tightened requirements significantly. If you let a property in Fraserburgh, AB43, or anywhere in Aberdeenshire, the rules below apply to you under the Repairing Standard (Housing (Scotland) Act 2006, as amended).
EICR every 5 years and at change of tenancy. A current Electrical Installation Condition Report, no older than 5 years, must be held by every landlord. A copy must go to the incoming tenant before they move in, and the local authority can demand a copy at any time. The certificate must show a "Pass" overall or be supported by remedial work evidence resolving any C1 or C2 codes.
Interlinked smoke and heat alarms in every property since February 2022. One smoke alarm in every storey of the property, plus a heat alarm in the kitchen, all electrically linked or wirelessly interlinked so all sound when any one triggers. Hard wired with battery backup, or sealed 10 year tamper proof battery, both meet the rule.
PAT testing for any supplied appliance. Furnished lets and HMOs need annual PAT testing on every appliance the landlord provides (kettles, toasters, fridges, washing machines, etc.). Short term lets (Airbnb, holiday lets) require PAT annually as part of the new Scottish short term let licensing rules introduced October 2023.
Penalties for non compliance vary. The local authority can issue a Repairing Standard Enforcement Order (RSEO) and impose civil penalties up to £50,000. The First Tier Tribunal (Housing and Property Chamber) can award compensation to tenants. Insurers can refuse claims involving electrical faults if no current EICR is held. We've seen all three play out in Aberdeenshire in the last three years.
The 4 piece compliance pack
Everything a Fraserburgh rental property needs
Most landlords come to us looking for one cert and leave with all four sorted. We do them in a single visit, single invoice, single PDF pack. Saves you four trips and four invoices.
EICR (Electrical Installation Condition Report)
From £150Required every 5 years + at every change of tenancy
Full inspection of every fixed circuit, signed off as Pass or Fail. Without a current EICR you cannot legally let a property in Scotland under the Repairing Standard. We test, certify, and remediate any C2 defects in one visit where possible.
Service detailsInterlinked Smoke and Heat Alarms
From £350 fully fittedMandatory in every Scottish home since February 2022
Smoke alarms in every storey, heat alarm in the kitchen, all interlinked so when one triggers, all sound. Hard wired or sealed battery both meet the rule. Letting agents won't list a property without these. We fit and certify in 2 to 3 hours.
Service detailsPAT Testing (Portable Appliance Testing)
From £3 per applianceRecommended for furnished lets and HMOs, mandatory for short term lets
Test of every portable appliance you supply with the property: kettles, toasters, lamps, hair dryers, hoovers, washing machines, fridges, microwaves. Certificate listing every item with pass/fail status. Most furnished 3 bed properties run 12 to 20 items.
Service detailsMaintenance log and certification pack

Situational guidance

Most common in Fraserburgh, often a long term family home that's now rented out. We do the full compliance pack in a single half day visit. £550 covers EICR, smoke alarms, and PAT for a typical 3 bed. Schedule it for change of tenancy or every 5 years.

10 to 20% off list, scheduled rolling

HMO properties have stricter requirements. EICR every 5 years, plus annual emergency lighting test if there's a communal area, plus annual fire alarm system test, plus PAT annually on every supplied appliance. We bundle HMO compliance into a single annual visit. Typical 4 bed HMO: £650 all in.
From £650 all in for 4 bed HMO
New Scottish licensing rules
Short term let / Airbnb / Holiday let
Since October 2023, every short term let in Scotland requires a licence. The licence application needs an EICR, interlinked smoke alarms, PAT testing, and a gas safety cert (if applicable). We handle the electrical pack as a single visit for £350. Many Sandhaven harbour front and town centre properties have switched from long term tenancy to short term lets, so we do this weekly.
From £350 (electrical pack only)
Letting agent or property management company
We work with several Aberdeenshire letting agents on volume contracts. Custom pricing (typically 12 to 18% off list), quarterly invoicing, single point of contact, automated certificate forwarding to your CRM if you have one. We handle tenant access coordination directly so your team doesn't get pulled into the scheduling. Email us with your portfolio size for a custom quote.

Local rental market
Why landlord compliance matters more in Fraserburgh than the average
Fraserburgh has a higher rental market share than the Scottish average. Harbour front properties in Sandhaven, granite cottages on Mid Street, ex council semis in Broadsea, and the growing short term let scene in town centre flats all sit under the same compliance regime. We see all four property types every week.
The older housing stock means EICR remedial rates here run higher than the Scottish average. C2 codes are common: missing RCDs on bathroom circuits, plastic consumer units, no main bonding on pre 1980 wiring. We factor remedial work into our quotes up front so you don't get a surprise on test day.
Aberdeenshire Council has been increasingly active on Repairing Standard enforcement in the last 3 years. Tribunal cases involving non compliant landlords here are public record, and the £50,000 maximum penalty is real, not theoretical.
Common questions
Landlord Safety FAQs for Fraserburgh
Do I legally need an EICR for a rental property in Scotland?
Yes. Under the 2022 Repairing Standard rules, every Scottish landlord must hold a current EICR (no older than 5 years) issued by a registered electrician. The certificate must be available to the local authority on request and copied to incoming tenants. Without a current EICR you can't legally rent the property and the Private Rented Housing Panel can fine you up to £50,000 for serious breaches.
What's the actual penalty if I let without a current EICR?
It depends on what triggered the inspection. Tenant complaint or accident: First Tier Tribunal (Housing and Property Chamber) can issue a Repairing Standard Enforcement Order, plus award compensation to the tenant. Local authority enforcement: civil penalty of up to £50,000 per breach. Insurance claim involving electrical fault: insurer will likely refuse to pay. We've seen all three happen in Aberdeenshire in the last 3 years.
How often do I need to renew the certificates?
EICR every 5 years and at every change of tenancy. Interlinked smoke alarms get tested at every change of tenancy and replaced 10 years from manufacture date. PAT testing annually for furnished lets and HMOs, every 2 to 3 years for less heavy use furniture rentals. Short term lets (Airbnb, holiday lets) need PAT annually and EICR every 5 years per the new Scottish short term let licensing rules.
Are HMO properties treated differently?
Yes. HMO (House in Multiple Occupation) properties have stricter requirements: EICR every 5 years like all rentals, plus annual emergency lighting testing if there's any communal area, plus annual fire alarm testing on the system, plus PAT annually on every supplied appliance. We bundle HMO compliance into a single annual visit at £650 for typical 4 bed HMOs in Fraserburgh.
Can you arrange access directly with my tenants?
Yes. We send a polite text or call to your tenants 48 hours before, confirm a 2 hour window that suits them, and let them know exactly what we'll be doing (the test takes 90 to 120 minutes for a 3 bed). Tenants don't need to be home for the whole test, only for entry. We hand over to you (or your letting agent) afterwards. Most landlords give us a tenant contact number, we handle the rest.
Do you offer discounts for portfolios?
Yes. 5+ properties on a rolling annual EICR contract get 10% off list pricing. 10+ properties get 15%. We schedule on a rolling cycle so you get one or two visits a month rather than ten in one week. Letting agents and management companies get custom volume pricing, typically 12 to 18% off list with quarterly invoicing. Scottish Association of Landlords members get an additional 5%.
What about short term lets, Airbnb, or holiday lets?
Short term lets in Scotland now require a licence (since October 2023) and that licence requires an EICR, interlinked smoke alarms, PAT testing, and a gas safety certificate (if applicable). We do the electrical pack as a single visit for £350, the gas safety cert is a separate trade. Many Sandhaven and harbour front properties have switched from long term tenancies to short term lets, so this is a service we handle weekly.
Do you handle the paperwork or just the testing?
We handle both. Every visit ends with a single PDF compliance pack emailed to you (and your letting agent if you copy us in): EICR certificate, smoke alarm test record, PAT test list, remedial work invoice and certificate where applicable, and a maintenance log entry. The pack is structured to match the Scottish Landlord Registration evidence format, so you can hand it directly to the council or tribunal without any reformatting.
